PURPOSE

The purpose of the Code of Conduct is to set out the standards of professional behaviour expected of Individual Member Organizations and Representatives of Association of Skills Training Providers (ASTP).

The Code of Conduct(CoC) is built around the core guiding principles which also form the basis of the Memorandum & Articles of ASTP.

The CoC provides demonstrable examples of expected and not expected behaviour so that it is clear to all.

The CoC is a living document which will be strengthened and institutionalized by constant practice of the expected behaviours and as such it is the duty of Members to guide others to follow this.

Members / Representatives should obtain a ruling, through the General Secretary of the Association, on all occasions when they are in doubt as to the proper standards of professional behaviour.

ASTP’s credibility and goodwill will be solely basis the strength of the practice of CoC amongst all members.

 

CORE GUIDING PRINCIPLES

  1. Ethical Behavior
    ASTP Members/Representatives shall always put the interests of the Association over and above their own or their firm’s interests. In all and any dealings and relationships that Members/Representatives have for and on behalf of ASTP, it will always be the agenda of ASTP and not any other.
  1. Student Focus
    ASTP Members/Representatives must run their operations, projects, programs keeping first and foremost the interests of the students/trainees in focus. ASTP is formed primarily for this and this should be the true objective of the members. In any and all of its dealings and operations with and without each other there should not be any dilution of this principle.
  1. Ownership and Shared Responsibility
    Members must volunteer and take time out to further the agenda of ASTP, based on their expertise and ability. ASTP needs support in every area be it marketing, networking, fundraising, membership drives, designing and implementing projects, advocacy, policy formulation and members are expected to contribute either through committees, task focus or otherwise as decided from time to time.
  2. Professionalism
    ASTP Members/Representatives must always and at all times not compromise on quality and professional standards in delivery of their operations. ASTP members must uphold the highest values of professional ethics in their business.
  3. Consensus Building
    ASTP will always act in the best interests of all its members and will seek out views, opinion of all members on any matter of strategic importance before it implements. In doing so ASTP will go by the merit of the opinion and not by the size, tenure or value of the firms that Members represent. It will attempt to build consensus on all important issues. Likewise, ASTP Members/ Representatives must seek out views and opinions of other Members and work towards a consensus decision on issues that affect Members and/or ASTP. They should not attempt to silence or stifle views of smaller Members.
  4. Information Sharing
    ASTP members must share amongst themselves any information about the skills development ecosystem, that they may acquire from reliable sources and that may affect the members positively or negatively. Holding back such information to gain competitive advantage will be treated as unethical behaviour by a member.
  5. Confidentiality
    ASTP members will not divulge any confidential information about ASTP plans, procedures, processes, internal deliberations and email communications which they are privy to, to any Government, quasi Government, private agencies, individuals or interest groups. Any violation in this regard will treated as unethical behaviour by a member.

 

ESTABLISHING THE CODE OF CONDUCT

All current and new Members will sign copy of this CoC certifying that they have understood and will abide by the CoC.

Admission to ASTP will be only on the reference of a current member. This reference will be made basis that the member certifies the credentials of the prospective member. Prospective members will fill the detailed application form.

All Members will ordinarily be on a probation period of 6 months unless the Board clears their admission without this condition. This is to ensure that there is opportunity to verify the credentials of the member in complying with CoC.

It will anyway be the sincere, honest attempt of ASTP through its Members and through the office bearers of the Association to establish the CoC as inviolable way of working. To that extent discussions, meetings, forums will be conducted by ASTP as and when required so that the CoC tenets are understood by all Members.

Members should also seek to actively establish CoC in their organization. They can report good examples of CoC practice they are following so others can emulate.

Violations of Code of Conduct by any Member even after repeated counselling will be taken seriously.

In serious cases, the Member could even be barred from ASTP.

 

GRIEVANCE AND REDRESSAL PROCESS

The ASTP Secretariat will nominate 2 members who will act as the Grievance & Redressal Committee members. Their tenure will be co terminus with that of the Office bearers.

Any Member can raise any issue whether of non-compliance, unfair practice or violation of CoC by any other Member(s) and /or ASTP. They can also raise any issue of themselves facing unfair treatment with regard to CoC.

The issue needs to be raised in writing or by calling a meeting with the Committee Members.

The Committee will provide opportunity to hear the aggrieved parties and understand the issues. Their objective would be to provide hasty resolution and a clear decision.

The decision could be one or more of the following:

  • – Counselling, advising the Member
  • – Supporting the Member in complying with CoC
  • – Amending the CoC if need be
  • – Barring the member from ASTP membership

Committee members will report to the office bearers for taking the decision.
